advocates of horse riding claimed they had been discriminated against because they were no longer allowed in some areas they had previously used. Many non-equestrian residents were vocal in their disapproval of horse riding being permitted anywhere in the park, largely because of perceived threats to conservation values. Resolution of the debate was hampered by a perceived lack of scientific evidence about horse-riding impacts in environments like those in CNP.
